Wine storage temperature issue

Currently having an issue with storing temperature… Our home has no below ground portion and the coolest room in the house is a downstairs storage room. We're in southern BC, Canada, so summers are hot and dry, winters cool and wet. Winter isn't s problem. Right now, though, the storage room is at 23C (73F) albeit on a remarkably hot day, but most summer days it's 19-21C (66-70F).

I gather this is approaching the temperature where wine begins to damage. We have a few good bottles but most we'll drink within a year.

So, questions are: how bad is this temperature for long term aging, and how bad will it be for the short term (6-12 months)?
